Under the Federation Constitution, the Kaizari is the head of state and the head of government of the Solaris Federation. As the chief excutive of the government, the Kaizari is the most powerful and influencal person in the Federation, holding the highest political office in Solaris by influence and recognition. The Kaizari is the commander-in-chief (old world term), of the Federation Armed Forces, or the Kijeshi. The Kaizari is directly elected by the citizens of the Federation, to a thousand year term. After the Hekima-Muumba Act, a Kaizari may run as many times as they please, but must approach the Mtawala for approval to run for another term. Upon the death, resignation, or removal from office of an incumbent Kaizari, the Kansela assumes the office. Elections for the office Kaizari are held at the beginning of each millinium, as with all major government offices.

When a Xai'athi becomes the Kaizari, are asked what their honorific title shall be, and upon choosing their new name, that is the name they shall be known as during their tenture as ruler of the Federation. The first Kaizari, Binadamu Madora choose Muumba as his title, meaning "Creator". The current Kaizari, Barika Siyanda, chose Vijana as her title, meaning "Youth". The nation believes that the titles mean little at the beingging of a Kaizari's administration, but soon learn the title appears to be constistent with the Kaizari's personality (Hekima was the wisest of Kaizari, Sadique one of the most tyrannical, and Malin one of the most violent). Thus, many can assume what their newly elected represenative is going to do just by the name they chose.

Foundation Era (742.M4-001.M12)Edit

This is the period in which the Federation was founded. Many of it's institutions and branches were established during this time, and the Federation underwent several phases of expansion. During this this era, Kaizari Muumba laid down the foundations the Federation is now built upon, and his sucessors, Mshindi, Sifi, Sadique, and Yǎnguāng, expanded upon the example given them by Muumba. Events such as the First Ork Wars, the Exodus, Second Ork Wars, and the Zìzhǔ Declaration took place during this era, and help to mold the Federation for the millenia to come.

Kaizari Muumba (742.M4-001.M6)Edit

Binadamu Madora, the 1st Kaizari of Solaris Federation, established himself as ruler of Epsilon Eridani in 742.M4, and took the name "Muumba", or "creator". Muumba had come to the planet of Epsilon Eridani in M4 with the intention of continuing his "unethical" scientific research on a world that he'd hope would have gotten past such hindrances. Instead, upon landing on the planet, he found a war-wracked planet, covered in craters and massive city ruins. He created the Xai'athi after a series of succussful experiments, and led his army across the planet in a victorious campaign known to later generations as the Glorious Campaign, in which the Solaris Federation would later be founded in 742.M4. Muumba began a long process to transforming the human inhabitants into the Xai'athi known today, and under his rule, scientific progress and worldwide peace prospered.

A year before his administration on Epsilon Eridani, an Eldar science vessel crash-landed on Epsilon Eridani in 741.M4, and the crew later attempted to destroy the Xai'athi through the use of a biological virus. With the help of a farseer that would later become his wife, Binadamu used his nanotechology to kill any hostile Eldar on the planet. With the technology stored on the ship, Xai'athi technology advanced even further, and Epsilon Eridani's prosperity surpassed that of Terra's, as the laws of science had been removed, and technological progress was then measured in days instead of years. The Solaris Federation was formally founded in 742.M4, and the Age of the Xai'athi began. With Binadamu's Nodespace Theory and creation of the Xai'athi most important element, Sardonikium, the Xai'athi seemed bound to dominate their portion of galaxy, until the arrival of the Orks. The First Ork Wars devestated the Xai'athi homeworld, and forced them to abandon the planet. In 819.M4, the Xai'athi fled the planet in a massive migration known as the Exodus. During the Exodus, the first political reforms were made, and the governing body known as the Kurugenzi was created.

When the Xai'athi arrived at their new homeworld of Nyumbani in 427.M5, Kaizari Muumba made sure that the Exodus would never happen again, thus beginning the Xai'athi's militaristic and expansionist era. During the last centuries of his term, Muumba worked non-stop, making sure that the process of choosing a new Kaizari was full-proof, and that there were reasonable checks and balances in the government. Such things like breed militaries and seperate foreign relations would not take place until the administration of Kaizari Yǎnguāng in M11, and the heavy use of Xai'athi elements to terraform planets wouldn't begin until the administration of Kaizari Tu. Muumba wanted his people to make their own life-changing decisions for themselves, with little interfernce from himself, but would get the choice to do so when Kaizari Siri created the Akili for him.

Upon leaving office in 001.M6, Kaizari Muumba left the Federation to fend for itself, watching it grow into a superpower, and revelling in his successful gambit. He continues to lead to the Federation, though subtly. As the Federation's Mtawala, or "ruler", he is the symbolic leader of the Federation, guiding them from behind the scenes, and protecting them from threats before they rear their heads into his "children". No one can doubt to impact Muumba had on the Federation, back then and today. He is worshipped by all Xai'athi, who believe him to be an incarnation of all of their gods, and todaym would gladly hand all power back to him in the hopes that he will lead the galaxy into unending peace and prosperity. No matter their beliefs, all Xai'athi can say that Binadamu performed greater works than the Emperor of Mankind, and deserved the title more than the current holder on the Golden Throne.

Kaizari Mshindi (001.M6-001.M7)Edit

Kenfentse Madora, the 2nd Kaizari of the Solaris Federation, was elected in 001.M6, during the first elections in Federation history, where he defeated his brother, Montsho Madora, in one of the closest elections to date. Choosing the title "Mshindi", meaning "conqueror", Mshindi ran on a platform promising to avenge the atrocities commited by the Orks before the Exodus. Many of those who elected him saw first hand the devestation caused by the Orks, and wanted revenge. The Federation, established in the Perseus Arm for no more than 900 years, was already planning a war with the Ork clans in the Perseus Arm. Mshindi pushed the Bunge to authorize the use of the newly built warships, and despite some resistence to the demands, the people of the Federation wanted blood, and that was enough to push the Bunge into submission. The Mshindi Administration had taken the Federation into and out of a massive conflict in flying colors, conquering 200 planets for the Federation (though it didn't even have the people for them). Thou the people wanted another 1,000 years of Mshindi, he decided that he'd rather step down while he could, should another war break out, and this time with the technologically superior Eldar Empire.

After the near fatal war with the Orks in the Perseus Arm, Mshindi turned his attention towards the expansion of the Federation. The Kijeshi was ordered to begin subjugating worlds within 200 lightyears of Nyumbani, and prepare them for Xai'athi colonization. This would lead to the first of many wars that would be known as the Subjugation Wars. These wars would occupy most of the Xai'athi's attention, as they colonized all worlds they could find, and crush all civilizations that refused to join their "Glorious Democracy". As the wars were in full swing, the Siri Huduma, the precursor to the Akili, discovered a strange device which the Eldar later identified as a Webway Gate. The Xai'athi had known of the Webway, but had never seen anything that actually allowed them to enter it. In 664.M6, the Siri Huduma activated the gate, and with a delegation of 50 Xai'athi (10 Awali, 10 Vashti, 10 Nokemono, 5 Zverians, 15 Liulan, and 5 Anugami), along with 20 Eldar, the Siri Huduma headed off to see the Eldar Empire. They returned with only 13 members, and all of the Eldar and Siri Huduma agents were gone. The survivors stated that the Eldar had forcibly taken them for examination. Those that couldn't activated their Sadaka codes, disentagrating their bodies, and all knowledge of the species, the Eldar simply used their handguns to kill themselves. The knowledge of the mighty Eldar Empire shook the Federation, and most importantly, Kaizari Mshindi, to their core.

Mshindi refused to be the man to surrender to the Eldar in the time of an invasion, refused to run for a second term. As the Xai'athi look at back at the Mshindi government, they have mixed feelings. While some see a man who expanded the Federation, defeated the Orks on their own playing fields, conquering worlds that would play an important part in Federation history, others see him as a man who forced his own people into a conflict that could have ended with the true destruction of the Xai'athi at the hands of the species that forced them to flee their original homeworld, and who took the cowards way out after the horrifing first contact with the Eldar Empire. No doubt many see the Second Ork War and the then-ongoing Subjugation Wars as a true testioment to just how lucky the Federation had been, and just how close the margins for error could have been.

Kaizari Siri (001.M7-001.M9)Edit

Montsho Madora, the 3rd Kaizari of the Solaris Federation, was elected in 001.M7, running uncontested. He choose the title "Siri", meaning "mystery". He is considered the father of Xai'athi intellegence by those closest to him, as he created the first intellegence agency, known as the Akili, so that his father could keep an eye on the happenings of the galaxy. His two term administration was focused on staying on good grounds with the Eldar Empire, and making sure that the Orks left over from the Second Ork Wars to remain a threat only to themselves. As he balanced these two delicate resposiblities, he created the Mbele Inititive, to expaned the Federation's knowledge of the galaxy. Thanks to his inititive, the Xai'athi discovered to Eldar's link to the Warp, and the weaknesses that came with it. Armed with their knowledge, the Xai'athi finally had a weapon to use aganist the Eldar should they ever try to mucsle their way into the Federation.

As Siri left office in 001.M9, he gave his people a few words of waring; "Beware the machinations of the Eldar". Siri knew very well the dangers posed by the invincible empire of the Eldar, and made sure the Federation knew it as well. However, the most important he said, and by far most mysterious was; "The Immortal Emperor and his armies are coming, be sure that you do not fall asleep at the gate". Many agree the Siri was indeed a myserty, as no one has yet to discover what second saying was until it was too late. It is not known how Siri could have predicted the Great Solar War, but it further increased the legends of the mysterious Kaizari.

Kaizari Sadique (001.M9-007.M10)Edit

Désirée Médée, the 4th Kaizari of the Solaris Federation, was elected in 001.M9, also running uncontested, primarily because she was the wife of Kaizari Sifi. She chose the title "Sadique", meaning "sadistic". As no one really paid attention to the titles back then, the Federation had missed it's greatest warning sign of the new administration. She terrorized to Xai'athi early on in her first term, and led them to believe that there was a hidden enemy that was plotting to destroy them. Her husband, Montsho Madora, the former Kaizari Siri, disapproved of her tactics, and when she led the public to believe that the Eldar Empire was up to something, she crossed the line.

The Eldar were far to powerful for the Federation to meet on the the battlefield, and the militaryof the Federation, though admirable, was insignificant compared to the battle hardened warriors of the Eldar. She almost started a war with them, and military officials, including Kenfentse Madora, the former Kaizari Mshindi, architech of the Second Ork Wars, were aganist her plans. When she attempted to declared war, Binadamu, as the Mkuu-Baba, used his power to veto her proposal, and the Bunge, backed back Kansela Zhùshǒu, called for her impeachment. She organized an army of loyal Vashti to help her keep a hold of the government, leading to a brief civil war, split between those who wanted a war with the Eldar, and those who did not. Kansela Zhùshǒu led the anti-Sadique forces aganist the Sadique Army in 001.M10, when she refused to leave office. She held onto power for six years, and when the forces of Kansela Zhùshǒu, along with those of Montsho, Binadamu, and Kenfentse surrounded her, she gave a trusted aide a sample of her DNA, and sent her to a small world far from the Federation, along with those who supported her. She then surrendered to the Federation forces, and was executed for high treason.

Looking back at the reign of Sadique, and the police state sreated by her, no one in the right mind would dare to deny that she was clearly a sadistic person, who though emotionless, was well aware of the distress she the Xai'athi because of her hostility and jealousy she harboured toward the powerful Eldar Empire. Kansela Zhùshǒu took her place, and set about rebuilding the worlds devestated in the brief civil war, weakening the powers of the Kaizari with the hopes that such a disaster would never happen again.

Kaizari Yǎnguāng (007.M10-001.M12)Edit

Xiaoli Zheng-tze, the 5th Kaizari of the Solaris Federation, took over the Federation after capturing and trying the tyrant ruler, Kaizari Sadique in 007.M10. He was given full control of the Federation by the Bunge, and symbolic elections following his rise to power showed the unanimous backing of the people. Choosing the title "Yǎnguāng", meaning "vision", Kaizari Yǎnguāng embarked on a series of governmental projects, with the goal of creating a check in the system, to prevent another Sadique from arising again. He targeted to Vashti, who had supported Kaizari Sadique during the brief war, and stripped them of their military forces, which defeated many Federation armies sent to quell Sadique's power grab.

Yǎnguāng created the Kānshǒu-yuán, a Liulan military division that would carry out the corruption purges he inititated during his time in office. As the Federation grew, so did the difficulty of governing seven breeds of Xai'athi. He knew that if he let them breeds govern the worlds they had a majority on, and protected them with forces rised from the local populations, the Federation could turn it's attentions elsewhere. In 001.M11, after defeating Chiyoko Murakami in the elections, he annouced his greatest move yet. He gave each breed autonomy, and control over their internal, external, military, economic, and technological affairs. The Bunge thou stunned, saw the reasoniableness in his proposal, and passed what became known as the Zìzhǔ Declaration.

Because of Kaizari Yǎnguāng enormous political reforms, the Federation in capable of tending to the needs of each breed, sub-breed, and xeno race with ease. The flexibility provided by Yǎnguāng to the Federation has also allowed it to defend each part of it's territory by simply asking one of the government in the sector to handle it. Each breed government in capable of engaging in full-scale wars thanks to Yǎnguāng, though this is a good thing, as the Federation can now maintain huge armies without having to pay for them itself, and still controls the movements of those militaries during an emergency.

Stabilization Era (001.M12-001.M20)Edit

During this era, strong, wise-ruling Kaizaris ran the Federation, with each serving two terms or more. They considered prime examples to all others that succeced them, and all others that took their place sought to emulate them. Kaizaris Malin, N'yāyōcita, Tu, Mīṭhā, and Gaikō-kan, were considered excellent leaders worthy or praise. They guided the Federation through a series of wars, such as the Third Ork Wars which ended the Orks major presence in the Perseus Arm, and the First Eldar War, one of the only two conflicts Solaris ever lost.

Yasuhiro Ishida, the 10th Kaizari of the Solaris Federation, succeeded Kaizari Mīṭhā in 217.M18, after she decided to resign from her post to pursure a less stressful occupation. Yasuhiro chose the title "Gaikō-kan", meaning "diplomat". He was a season diplomat, and preferred to talk his way out of a problem instead of shooting his way out. He was a gentle man, both in act and practice, and was somewhat of a womanizer. Despite this, he was an excellent leader, and his administration was relatively peaceful, though he did have to engage in a conflict with the Eldar later on in his second term. He expanded the powers of the Kijeshi and the Merikebu in the off chance that the Eldar would attack Solaris, and monitored the progress of humanity's growing empire, seeing a potential ally in the future. His treaties with the humans would drag the Federation into their Alien Wars, but this was overshadowed by his progressive diplomatic works during his administration.

He started Wahei Kōshō Initative in 400.M18, with the hope of becoming an ally of the neighboring xeno species. The initative worked spectacularly, and the same xenos that became close allies of Solaris, would join the Federation as full members after the Great Solar War in M31. Kaizari Gaikō-kan even managed to gain some trade concessions from the Eldar in early M19, and organized the first true frontier of the Federation, finally giving the Federation a northern border to show to Terra and the Eldar. However in 709.M19, Gaikō-kan was hit with a personal tragedy, when his son, Kazuki, was killed by a group of Eldar after refusing to serve as their slave. The Federation had the technology to bring him back, but Gaikō-kan, though a wealthy nobleman, was incapable of paying for the expensive resurrection process. Enraged, Gaikō-kan invoked the Fukushū Reprisal, kicking out Eldar nationals, and when the Farseer Council demanded their "lesser" to repell the Fukushū Reprisal, the Kurugenzi declared war. Gaikō-kan had finally seen the Eldar for who they truely, after years of ignoring his advisors, it took the death of his son to bring him to light of the Eldar's vile ways.

For nearly 18,000 years, the Federation reversed-engineered Eldar technology taken from the Eldar science vessel the crashed on their original homeworld, Epsilon Eridani. The millineia of research provided the Xai'athi with about 1 million years of Eldar technology, allowing the Xai'athi to produce powerful weapon, and even improve on Eldar designs. When the First Eldar Conflict broke out in 710.M19, the Xai'athi, who managed to kill at least two million Eldar warriors, lost 7 million in combat. In 714.M19, Kaizari Gaikō-kan and the Kurugenzi travelled to the Eldar homeworld to request a peace treaty. Gaikō-kan's words reached the heart of the stubborn Farseer Council, and a peace treaty was granted. Ashamed of the pain he had caused the Xai'athi do to his personal feelings, and ignoring his own advise, Yusuhiro refused to run for a third term, despite the widespred support of his government and the public at large. Yusuhiro's resignation from office lead to the end of the Stabilization Era, and as less like-minded Kaizaris took over, the Tribulation Era began.

Many Xai'athi who lived during Gaikō-kan's administration are proud of themselves, and stated that despite the turbulence of the First Eldar Conflict, life was peaceful, and war was an afterthought. Younger Xai'athi refer to Gaikō-kan as one of the few peaceful leaders in the Federation, in comparsion to the current on Kaizari, Vijana. One thing that continues to mar Yusuhiro's reputation in the instant corruption that came after his resignation. Xai'athi blame him for not having kept a close eye on the dealings of his own government, while he spent years observing the workings of humanity. Despite this, he is still seen as the greatest diplomat in the Federation, and continues to serve as one. His most recent mission was after the Rixari Incursion, in which he served as the chief negotiator for Solaris, using his experience to make the talks run smoother despite the arrogant Emperor Yau'lan Yul'drak's constant insulting of the Xai'athi leaders present. Gaikō-kan managed to get all of the leaders, save for Akasha Madora, to sign the treaty. A true testioment to his skills.

Tribulation Era (001.M20-876.M28)Edit

Some of the worst atrocities in Federation history took place during this era, in which not only did economic woes, and, wars with the neighboring species erupt, but corrupt politicans, taking hold of the Federation precarious situtation to bend the government to their own selfish desires. From Kaizaris Zhelezo to Myasnik, the Federation suffered nothing but pain and anguish during this period. However, some of the Federation's greatest technological breakthroughs came from this era, and the military's strength increased dramatically too. Though, many Xai'athi who look back at this period still wonder how so much could have gone so wrong for eight thousand years. Near the end of the era, Kaizari Mkulima began the process of healing, making him the one good Kaizari to come from this era.

Kaizari Zhelezo (001.M20-081.M22)Edit

Ulyanov Jughashvili, the 11th Kaizari of the Solaris Federation, was elected in 001.M20, though observers believe he rigged the election, and came out on top over his opponent and future, Takeshi Marakami. Ulyanov choose the title "Zhelezo", meaning "iron". He became the first Zverian Kaizari, and the worst of them in Federation history. Kaizari Zhelezo began his term by cutting 63% of the Kudhibiti's funding, and limiting the legal power of the Bureau of Xeno Affairs, all in preparation for his long-term goals. Zhelezo tightened his grip on the military by expelling most of the non-Zverian Ujumlas, and even went so far as to fire the Federation Antioch, Zhanna Fedotova, who refused to betray the Federation when ordered to execute one of the Ujumlas who had sabotaged multiple military documents upon discovering Zhelezo's plans. As the new dictator of Solaris, Zhelezo had all of the previous Kaizari's rounded up (save for the Madora Kaizaris, well aware of the consequences), and brought to the Kioo Ikulu so he could basically gloat about his new empire. Former Kaizari Tu simply warned of the penalties that he had just brought upon himself, and Kaizari Gaikō-kan simply tried to reason with him. Zhelezo refused to hear his words, and used the old Kaizaris as his ticket to a second term.

The Federation was in no hurry to see yet another civil war, and allowed Zhelezo run his government. As the centuries pasted, Zhelezo allowed the families of the Kaizaris to move in, and see them, but kept the entire group in a central location. Zhelezo's new personal army, known as the Steel Guards, ran all military affairs, regulating the Kijeshi and non-Zverian military forces to a sub-serveant role. They had succeeded in turning the Federation into an autocracy, and as the suffering began to increase, Binadamu simply watched, watching with the plan of seeing how the Xai'athi would cope with the new developments. For millenia, the Xai'athi had lived in peace, comfort, and security, without so much as a malicious sneeze in their direction. Now, they were enduring hardships, suffering on a scale never seen before, and the vast majority now knew the feeling of hunger, as most of the food, wealth, and power was diverted into Zverian hands. Binadamu wanted his children to know what pain was, and learn how to adapt.

As the end of Zhelezo's term came to an end, he held "special elections", in which only Zverians were allowed to vote. He ran unconstested, and won by a landslide, with 100% of the vote. Zhelezo, now confident that he was in complete control of the Federation, began a series of purges throughout the Federation government. He ordered the Steel Guard to hunt down, and execute all oppossers to his rule, and took up the title of Czar (which was the Zverian leader title), and kicked the old Czar, Chzov VII, out of power. Zhelezo was now the leader of the Solaris Federation, and his old nation, the Zver Federation. His ego grew to gigantic proporation, and soon, plans to topple the Kaizari were in place. By mid-M21, Zhelezo had survived 506 attempts on his life, most by fellow Zverians. The Kaizari grew ever more confident that his survival was do to God's interention, and claimed that he was meant to rule. This appalling sense of providence sickened the most quiet of his prisoners, Jacqueline Rousseau, the Dementi cousin of Kaizari Malin. She secretly gained favor with the corrupt Kaizari, becoming his Kansela, and in 081.M22, stabbed him to death in his shower (which as Kansela she had access to, as Xai'atih morals are far different from those of humans), as he prepared for yet another one of his extravagant birthday speeches.

No one in right mind would look at Zhelezo and speak kindly of him. Most of the Zverians who know their history have compared him to the ancient leader of their ancestors, Joseph Stalin, who led great purges aganist his fellow humans. When Kaizari Zhelezo was annouced death, the entirety of the Steel Guard was captured, tried, and executed for crimes aganist the Xai'athi. His puppet rulers scattered with the wind, and Kansela Amant, becoming his successor. No one misses the tyrannical rule of Zhelezo, and instead of recieving a state burial, his body was dumped into the Usio Sea to the west of Nyumbani's capital, Ukuaji. His rule would give birth to the epoch of Xai'athi history forever known as the Tribulation Era.

Kaizari Ingénu (081.M22-107.M24)Edit

Jacqueline Rousseau, the 12th Kaizari of the Solaris Federation, succeeded her predessor, Kaizari Zhelezo, in 081.M22, after stabbing him 127 times as he showered. She took the title "Ingénu", meaning "ingenuous" (though as time passed, it's other meanings, naive, simple, and starry-eyed, replaced the intented one). Kaizari Ingénu began her term fixing all of the damage Kaizari Zhelezo had caused. She was, as all Dementi were, clearly unstable mentally, having a mind on par with that of a seven year old, but while having the clear intellect of a Farseer. She was equally naive when handling problems normal people would handle with care. She was fluent in the art of politics, as the Vashti had drilled into her mind as a child, but when it came time to use that expertise, she saw the issues as a child, as was apperent when dealing with the Eldar Empire. As a Dementi, Ingénu, like her fellow Dementi, were terrified of the Eldar. Caria Madora couldn't speak with her directly in fear that Kaizari Ingénu would strike her down with her anti-psyker powers.

In 241.M22, Ingénu was required to forfeit power to her Kansela after the Eldar Empire's ruler grew discontent with the Xai'athi after allowing yet another soulless Vashti into power, this time, an abomanation who was both soulless, and a psyker. Having such a creature in power sickened the Eldar, and their demands for her abdication brought with it the threat of total war if she refused. Ingénu didn't comprehend the threat, as all she saw was an evil being that she was incapable of reasoning with. It didn't take long for the young leader to breakdown and declare war on the Eldar. The declearation shocked the Xai'athi, the Eldar, and humanity, who watched as the two squibbled over the issue. The Second Eldar Conflict, unlike it's predecessor, was far more one-sided, this time in favor of the Xai'athi. The Vashti held the largest stockpile of anti-psyker weaponary in the known galaxy, superceded only by the Necrons who had not yet awakened. Unlike in the First Eldar Conflict (where the Xai'athi had been thoroughly curb-stomped), the Vashti were ready to fight, as they now had one of their own in power, and wished to gain the favor of the Federation once more. The war lasted nine years, with practically every battle ending with a Xai'athi victory, and if not, a pyrrhic victory for the Eldar. By 250.M22, the Eldar came to the Xai'athi to request peace. The most powerful race in the galaxy had been defeated by an army of "biologically modified mon-keighs", who had gone even further to demand the Eldar leave the Xai'athi be.

The victory boosts Kaizari Ingénu's approval ratings through the roof, and immediately secures her hopes for a second term. By 001.M23, Ingénu is a beloved Kaizari, and the belief that the Tribulation Era would end soon was widely hoped for. However, this is when the problems began to arise once more. Crime skyrocketed, as an Amara by the name of Kiman Madora, began to expand her grip on the Xai'athi underworld. Kiman had repeatedly escaped capture by the Kudhibiti, who was still under-funded and under-staffed. She operated out of the Federation's greatest fortress-world of Nyanda, home of the Madora Family, who clearly didn't care for the rise in violence. Ingénu believed that by capturing Kiman, and most of the crime lords of the underworld, she would keep her poll numbers high. She approached Mfalme Oba Myo, the ruler of the Awali, with the request of using the planet of Kordan, of which the Awali homeworld was a sattallite, as the Federation's largest penal. Myo nearly began laughing, until Kaizari Ingénu mentioned the money. On the spot, Myo agreed, and handed the Kordan over to the Kudhibiti. Kiman and her assocciates were captured, and sent to Kordan. However, the Kudhibiti underestimated the skills of the criminals, who quickly forced off of the planet. A series of failures and public breakdowns insured Ingénu's third term would be her last. In 107.M24, as Kaizari Ingénu and her Kansela exited the Kioo Ikulu, a group 16 heavily armed Eldar warriors cornered Ingénu, and shot her to death. Kansela Miru reacted quickly, pulling out his sword, and killing eight of the assassins. The others were later captured as they attempted to flee back to the webway gate they used.

Kaizari Ingénu's abrupt death brought about the end to all hopes that the Tribulation Era, and the anti-Eldar sentiment exploded across the Federation. Federation Eldar went around in packs hunting Eldar from the homeworlds, ripping into them, and inflicting every injurious pain they'd inflicted on the Xai'athi. The Xai'athi themselves held a huge memorial for the fallen Kaizari. As the Xai'athi look back on Kaizari Ingénu's administration, they have mixed feelings. While Ingénu was without a doubt a good person at heart, her mental disabilities limited her ability to reason clearly, which led to her assassination by the Eldar, who were infuriated by their defeat at the hands of the Xai'athi and their abomination of a leader. Today, Ingénu's mind, like all soulless Vashti, rest in a peaceful condition on her homeworld of Cristaux. The Vashti want to bring her back so she can contribute to their empire's growth, but her wishes to remain in a restful state have prevented the last Vashti Kaizari from seeing her people. The Mtawala has stationed Kulinda guards at the node in which her mind is located, to prevent hopeful Vashti from disturbing her, most with the wish of seeing the woman who redeemed the Vashti's damaged honour.

Kaizari Kyōfu (107.M24-001.M25)Edit

Takeshi Marakami, the 13th Kaizari of the Solaris Federation, was given the position after after his precessor, Kaizari Ingénu, was shot to death outside of the Kioo Ikulu in 107.M24. He chose the title "Kyōfu", meaning "fear", which he hoped would put his peers in their place. His administration, like those before his during this era, was marked by widespread corruption, terror, and war. Kyōfu was the brother of Chiyoko Marakami, who ran and lost aganist Kaizari Yǎnguāng in the 001.M12 elections. Kaizari Kyōfu was considered to be worst Nokemono Kaizari in Federation until his title was taken by Kaizari Haikyō-sha 3,000 years later. During the Kyōfu Administration, the Federation was undergoing a military expansion phase, and a series of new weapon design programs, in the hope that Solaris would be prepared for a war with the Eldar should it ever come.

Kyōfu oversaw the destruction of the Webways, after the Eldar began testing the military capabilities of the Xai'athi (as the Second Eldar Conflict obvisiously wasn't enough for them), but kept the one on Kordan around for research and possible reverse-engineering. Kyōfu expanded the powers of the Kaizari to allow him to interfere in local government, namely, that of his own breed, the Nokemono. He did so in the hopes of increasing his clan's fortunes on the Nokemono homeworld of Izanagi, after a clan war left them destitute. His clan's daimayo, Hisoka Fujita, was keen to advise Kaizari Kyōfu to begin abusing his powers to get his people into a higher position of power in Nokemono politics, which Kyōfu was more than willing to do. Kyōfu wasted Federation resources to help his clan, and when another war with the Fujita clan's rival, the Ishakawa clan broke out, Kyōfu commited Kijeshi forces to the fight, sending in Federation troops to tip the war into the Fujita clan's favor. The scandal became public very quickly as Kijeshi soldiers told their families of the deal. This lead to prosecution by the Mahakama, which was quick to finally get the chance to convict a sitting Kaizari after much of their power was diminished. Kaizari Kyōfu was convicted of abuse of power, corruption, and interferring in the political balance of power within Nokemono society. In 001.M25, rather than impeach Takeshi, the Mtawala and the Kurugenzi simply decided he wouldn't be permitted to run for a second term.

Today, Federation history books describe Kaizari Kyōfu as a dark Kaizari who though had good intentions, simply led his people in a worst ways. Kyōfu does get points for removing the webways from the Federation, which could been potential entry points for Eldar forces during the Great Eldar Slave Rebellion later on in Federation history, or a Third Eldar Conflict. The weapons created during his administration were used to great effect later on as well, saving the Federation from numerous invasion that could have spelled certain doom for the powerful empire. Thus, Kyōfu, though quite questionable in terms of character, was considered a savior in later gererations who would soon led the Federation.

The Recovery Era as it is now known, was a time within the Federation when most of it's greatest heros were born, and when the Federation began it's long and difficult process of healing and rebuilding after it's many wars and massive corruption. Kaizaris Haikyō-sha, Airíoch, Ydmyk, Msanifu, and Matumaini, brought the Federation out of the worst period in it's history. Science, the arts, and philosophy flourished under the leadership of the five Kaizari's, from Haikyō-sha to Matumaini, and the power of the military was sapped by a rejuvinated civilian government. As powerful as Solaris became during this period, it was still in a very weak state in comparison to the Federation today. The Eldar Slave Rebellion, and the Great Solar War, an extension of the Great Crusade, were two of greatest events of the era, and still effect how the Federation operates to today. Also notable about this era, is that is was at time when the Xai'athi Gods came into existence.

Kaizari Haikyō-sha (876.M28-873.M30)Edit

Kiyomi Ishikawa, the 16th Kaizari of the Solaris Federation, took overr the position after had her predessor, Kaizari Mkulima assassinated in 876.M28, in a plot to become Kaizari. She took the title "Haikyō-sha", meaning "renagade", more as a result of her families views of her. Kaizari Haikyō-sha's problems began the moment she came into office. The Kurugenzi had another dead Kaizari to deal with, having just lost two others by assassination, and they demanded an explanation from the newest one as to why Mkulima was killed. They knew she had something to do with his death, just not what specifically. The Bunge was bombarded by the media who wish to inquire why the man trying to remove corruption from the Federation was killed, and also why it happened days before the planned New Age Reforms Bill, which would have done away with government corruption (and inavertedly remove Haikyō-sha as Mkulima's Kansela). The Marakama inquired as to why such a thing happened too, and kept a close eye on the Kaizari.

As the years passed, Haikyō-sha began reversing Mkulima's reforms, and cutting funding to anti-corruption agencies like the Bureau of Xeno Affairs. This one action had unforeseen consequences, as the Bureau was responible for keeping the Federation's Eldar slave population in check. When she removed funding from the Bureau, they were unable to keep the slave collars and slave processing centers running, which lead to the slaves gaining sentience, and eventually rebelling. Haikyō-sha had no idea why the slaves weren't dying, as they all had a kill-switch in the event of an uprising, and the Bureau was able to explain in detail why they didn't work. Since the Bureau couldn't maintain their equipment, they couldn't repair the kill-switches in such an event. They couldn't appeal for government funding because Haikyō-sha shut them out of the system, preventing them from requesting aid or developing their. Finally, because the Bureau needed moneym they had to downsize their forces, meaning that they couldn't stop the slaves even if they wanted too. Haikyō-sha had single-handedly fed the fires that would become the Great Eldar Slave Rebellion.

She refused to admit her folly, and as a result, the Eldar slaves went on a rampage of revenge against their Xai'athi masters. Led by the slave Conri, the Eldar pushed their way into the Core Worlds of Solaris, crushing every army the Xai'athi sent after them. The Xai'athi blamed Haikyō-sha for not stopping the slaves when she had the knowledge of the attacks, and even the knowledge of the craftworld causing the trouble. Caria Madora had to fix the matter herself, leading to an angry Binadamu blazing at Haikyō-sha, as he was furious Haikyō-sha's incompetence led to his wife putting herself in danger to fix the problems of Solaris. After the Eldar slaves and their craftworld allies were defeated, Haikyō-sha attempted to hide the knowledge of her corrupt dealings before the war. It didn't take long before her aide, Kansela Iniúchadh, began to uncover Haikyō-sha's secrets. When Haikyō-sha was away on a political tour, Kansela Iniúchadh went to the Makahama about the matter, providing all the evidence needed to put Haikyō-sha away for a long time. Upon her return, Haikyō-sha was arrested, though before her trial, she escaped, aided by the Yurei Sisterhood, who she had contacts with.

Ever since her disappearance in 873.M30, no word of her location or sighting has been heard. The Akili cannot pin-point her anywhere, as the Yurei have been protecting her. Why they would do anything for her is a mystery, but the Akili suspects Kumori Madora has a plan that revolves around Haikyō-sha's freedom. No Xai'athi or Eldar supported Haikyō-sha's term in office, as they all blame her for the slave uprisings, and want to see her in prison. Binadamu and Caria also want to see Haikyō-sha dead, as they did not suspect the grievous corruption of Haikyō-sha's administration. Haikyō-sha's fall from power was seen by most Xai'athi as the end of the Tribulation Era, as she was the last corrupt Kaizari of Solaris. More noble and humble Kaizaris would follow, and rebuild the Federation Haikyō-sha attempted to destroy for the sake of self gain. A warrent for her arrest has been in circulation for millennia. She is wanted dead of alive, and the reward is two billion fedhas, and the thanks of Solaris and the Xai'athi race.

Kaizari Airíoch (873.M30-045.M31)Edit

Ríona Caitríona, the 17th Kaizari of the Solaris Federation, inherited the position of Kaizari from her predessor, Kaizari Haikyō-sha, who the Federation, leaving Ríona with the position of Kaizari in 873.M30. Choosing the title "Airíoch", meaning "caretaker", Kaizari Airíoch lead the Federation it's most troubling time, the Great Solar War, in which the Imperium, at the peak of it's strength, invaded the Solaris Federation as part of it's Great Crusade. It was during her administration that the Federation made first contact with the Imperium of Man in 007.M31, in which the Xai'athi colonization fleet stumbled upon an Imperial flottila destroying the planet they were sent to. The both sides were destroyed in the ensuing fighting, and the Federation retailated by sending a massive fleet to demand an apoligy from the humans. They were quickly routed due to the Imperium's superior numbers, and the presence of the Federation was revealed to the Imperium's forces.

Airíoch ordered an evacuation of all the colonies near the Imperium, and mobilized the Kijeshi, which had been beaten and battered by the constant wars Solaris had engaged in before the war. The Kijeshi was easily swept aside by the Imperium, and barely defeated the Federation, until a turning point in the war, the Battle of LP-193, gave the Federation the upperhand, allowing them to regroup and counterattack. The Imperium was desicively beaten at the Battle of Yasuda in 014.M31, commanded by Kaizari Airíoch personally. Due to her heroism during the initial invasion, she was elected uniamiously in 001.M31. In 014.M31, she orcastrated the plan to make the Imperium believe that they had exterminated the Xai'athi completely, and won a second term as a result of her heroism. However, her victory was short-lived, as she'd been mentally scarred by the sights and results of the war. Constant panic attacks in large crowds, inability to sleep due to PTSD, and the psychic backlash she suffered from after being exposed to the aftermath of the Federation's extermination of an Imperial hive world during the war haunted her. In 045.M31, she handed control of the Federation over to her aide, Kansela Trofaste, and left Nyumbani to return to her homeworld of Nexusia.

No doubt, Xai'athi owe it to her for saving the Federation during it's darkest hour, and the Bunge declared her a Federation Hero in 507.M32. Today, Airíoch has healed her mind, and continues to serve the Federation, by serving as an advisor to her grand-daugther, Aibhilín Caitríona, Queen of the Nexusians. Her works have not and will not be forgotten by the Federation, something every Xai'athi has promised her.

Kaizari Ydmyk (045.M31-001.M32)Edit

Ingrid Svanhildr, the 18th Kaizari of the Solaris Federation, inherited the position of Kaizari from her predecessor, Kaizari Airíoch, in 045.M31. Airíoch stepped down after her fragile mental state, a result of the Federation's state after the Great Solar War, impeded upon her ability to govern the Federation. Choosing the name "Ydmyk", meaning "humble", Kaizari Ydmyk focused on rebuilding the devestated Federation. She introduced economic reforms, and restructured the political system to give the Kaizariship more power, allowing her to get more work done without the buracratic red tape that strangled the Federation. Under her administration, the Zvenians's honor was was returned to them, as the two previous Zverians to have had the office, Zheloze and Myasnik, ruined the reputation of the entire Zvenian race, painting them as murderers and thugs.

Her entire term was focused on fulfilling her promise to the Xai'athi people, stating that she would rebuild that Federation, and restore it to it's former glory. As her term began to come to an end, she rebuild the military, fixed the economy, established most of the current day borders of the Federation, sent a clear message to the Imperium that the Federation would never fall. When election came up, Ydmyk refused to run for her own term, stating that she never intented or wanted to be Kaizari in the first place, and that she had done her part for the Federation already. As she left office, many Xai'athi looked backed the work she had done, and where the Federation was before her administration. Many clearly agree the Ydmyk left the Federation in better condition than it was before the war, rooting out corruption, and setting down many of the laws that would sustain the Federation until the rule of Hekima 4,000 years later.

Federation Era (001.M35-Present)Edit

The present era of the Federation timeline. Solaris is currently at the zenith of it's political, military, and economical power, and though it does not rival the Imperium in raw strength, it has proven to be a worthy opponent for the beast of the north. The Kaizaris of the Federation, from Hekima, perhaps the greatest Kaizari in history, Shujaa, the greatest military mind in Federation history, to Vijana, the youngest Xai'athi to be elected Kaizari, and the first Kordanian to get to that position, have led the Federation in a series of excellent military engagements, defeating an Imperial crusade in M39, a Tyranid attack in late-M41, and a Necron invasion as of 989.M41. As of 999.M41, Vijana has been running for a third term, and attempting to find an answer to the Amara Question, what to do about the near immortal children of Binadamu.

Kaizari Hekima (001.M35-096.M38)Edit

Mwenye Onyekachukwu, the 21st Kaizari of the Solaris Federation, elected in 001.M35, Hekima beat Samanya Olanrewaju, taken 98% of the votes, the highest in Federation history. Taking the name "Hekima", or "wise", Kaizari Hekima is considered the greatest Karizari to have ever lived. He defeated the Imperium in the Perseus Crusades, negotiated lasting peace with the Eldar craftworlds along the edge to Federation space, and saved the Sankari from extermination at the hands of the Imperium. His law and economic reforms have been praised by historians, and the wisdom he imparted to his fellow Xai'athi is second only to that of Kaizari Muumba. In M35, Hekima, former Kansela to Kaizari Tu, well over 22,000 years ago, began to study the Federation over the millenia, to see what needed to be changed, removed, and added to the government structure. He organized meetings with the best and brightest political minds the Federation had never known, and when he ran for office in 998.M35, he took the Federation by storm, and when he came to office in 001.M41, set about the greatest national reforms in history.

His administration is considered the best the Federation has ever and will ever have. When he retired, the Federation felt as if it had lost the greatest piece of it's existence. His reforms still effect the Federation today. The Federation Compiled Statutes are considered second only to Muumba's General Code, and the military revisions he enacted served as the basis of Kaizari Shujaa's military reforms later on. Today, when the Imperium, the Tau, Eldar, or any of those who have dealt with the Federation, will instantly bring to mind two names; Binadamu, and Hekima.

Kaizari Shujaa (096.M38-001.M39)Edit

Xavier Madora, the 22nd Kaizari of the Solaris Federation, inherited the position of Kaizari Hekima in 096.M38. He chose the title "Shujaa", meaning "warrior". He wanted to make clear the position he would take aganist the Imperium if they ever dared to attack Solaris again. His administration was countless wars, most important of which was the Perseus Crusades, in which a three pronged Imperial invasion was posed to strike at the Core Worlds of Solaris. Shujaa's administration dealt with the direct expansion and rearming of the Federation military. Shujaa was formerly a Ujumla (or general), and was displeased with the training and equipment given to the Kijeshi. The Merikebu (Federation Navy) was an embarresment, and the ships poorly armed.

When he took the office of Kaizari, Shujaa's first act of office was the replacement of over 562 Ujumlas, who he felt were dragging the military down into a state of ineffectiveness, and removed the head of the Federation Department of Military Sciences, Director Gora Ostrogorsky, from office after a series of scienitific failures that came from the FDMS during his admiistration. In his place, Shujaa assigned Ciardha Ó Tighearnaigh, to lead the Military Sciences Department. Ó Tighearnaigh was an odd case, as for a Nexusian, he was extremely hawkish, preferring to take an aggresive stance on matters. This was the kind of man Vita-Kuua wanted to lead the Federation's weapon programs, and later on in his administration, Ó Tighearnaigh would become Shujaa's Kansela. Shujaa and the Mtawala masterminded a plot to get the Imperium to invade the Federation so they could get a hold of the military commanders sent by the Imperium, giving them access to Imperial military knowledge, and thus giving the Federation an edge aganist the Imperium. Binadamu chose an Imperial Inquisitor that attempted to kill an Akili agent who had been following his family for about five months.

The inquisitor was captured and brainwashed to serve the Akili. He was given a map of the "correct" course a Imperial vessal would need to take to invade the Federation. When he was killed for greivous heresy, his family fled, leaving behind the map. This led to the Perseus Crusades in 907.M41. During the Perseus Crusades, over 17 high-ranking Imperial commanders were captured by Akili squads, and brought to the Madora residence on Nyanda, where their minds were invaded, and the knowledge ripped from it. Ultimately, the Federation won, and gained most of the Imperium's military plans. One issue did plague the Shujaa government though. The Rulara, a warrior race created for him by the Mtawala at his request. This race would return to huant the Federation later. When Shujaa was defeated in the elections in 001.M39, he expressed that he had enjoyed his term, and sought no other, instead, deciding to join the new administration's war cabient.

Shujaa is seen as the greatest military mind in the Federation, not because of his prowess on the battlefield, but because of his willingness to remove generals who began to drag the military down into disuse and shamefulness, despite having served valiantly during the Great Solar War. He was brave enough to confront war heroes and tell them that they were becoming a disgrace, and did so frankly and truthfully (whereas his sucessor preferred to just ignore the problem). Today, Zuberi serves as Kaizari Vijana's personal military advisor, and assisted her in the drawup of Operation: Reaper Storm, which weakened Imperial military forces lined up to the north of the Federation's frontier.

Kaizari Vijana (001.M39-Present)Edit

001.M39 after her opponent, Xaiver Madora, taking 67% of the votes. She was the youngest Kaizari in history, just 2,397 years old (the second youngest being Kaizari Ydmyk at 2,784 years old). As a result, she chose "Vijana" as her honorific title, meaning "youth". She was also the first Kordanian to get the office, as many Xai'athi felt that the children of the criminals sent to Kordan could be given a chance to atone for the sins of the parents. The focus of her administration in M39 was to deal with the threat of the Imperium looming over the Federation. She authorized Operation: Reaper Storm, which involved the use of 5,000 warships, 50 million troops, and over 90 trillion fedhas (Federation currency) in expenses.

Her goals was simple, a pre-emptive strike aganist Imperial military bases across the southern edge of Segmentum Tempestus, and withdraw from Imperial space before they could counter. The operation place in 132.M39, and resulted in an astonishing victory for the Federation. The Imperium attempted to strike back, but considering the strength of the Federation, and their technological capabilities, the Imperium opted to wait for the right moment to attack later on. They agreed to a truce with the Federation, and signed a cease fire on the planet of Nyanda in 147.M39. Vijana achieved a short peace with the Imperium, and one that has lasted for two millineia.

Her goals as of 999.M41 are focused on dealing with the Amara Question, what to do about the god-like children of Binadamu, and each an Alpha Plus pysker. The Amara have tormented the Xai'athi for 25,000 years, and the few that chose to serve the Federation can do nothing about their brothers and sisters. Also, there are the upcoming elections in 001.M42. Vijana's government has do it's best to reorganize the military, improve the economy, and deal with the Imperium's enchoachment upon the Federation with stunning results, as well as fix Kordan's image as a lawless penal colony. The right moves she's made in the past insure that Vijana can look at a third term in the upcoming elections.
